Quick Launch/Taskbar

I have bee trying to drag and drop application on the
quick launch section of the taskbar

I tried to tick the quick launch option after right
clicking on the taskbar and selecting toolbars but it
says, cannot create toolbar. The taskbar is not locked. I
installed taskbar repair tool plus but it said run time
error library not registered. This is a company computer
on a network, that is supposedly had all restrictions
lifted, could it be anything to do with this.

As per your issue:

This behavior can occur if the Quick Launch folder has been deleted. To
resolve this issue, recreate the Quick Launch folder. Create a folder named
Quick Launch at the following location:

Windows Explorer\Documents and Settings\User Name\Application
Data\Microsoft\Internet Explorer\Quick Launch
