quick launch items

Hi all,
I want to be able to setup quick launch items for
the "all users" but I cannot find where to do it. I have
the task bar locked using group policies for the users so
they cannot add items or change taskbar.

The shortcuts are stored in each user's home path:
%userprofile%\Application Data\Microsoft\Internet Explorer\Quick Launch

Ok I checked the path to quick launch and the path is
there but no quick launch folder. How do I create it?
