Quick Launch Error "Cannot Create Toolbar"

I cannot get my quick launch toolbar back. When I right click on the bar,
go to toolbars and check to quick launch menu item, I get the error message
"Cannot create toolbar" Rebooting does not help.

I do not know what to try next. HELP!

I solved the problem by a restore. I still wish I knew what caused it and
how to attack it directly.
