Quick Launch Bar in WinXP

Why is it that the quick launch bar is not displayed by
default in Windows XP. I want it to be shown by default
for all users logging into the PCs in my department. How
can I make it display by default for all users? Also, the
taskbar is locked by default. How can I make it unlocked
by default?
