So far I have ascertained that to get WinXp's Fax applet to receive a fax
call, I must run the fax setup wizard and check the box that allows the
applet to receive faxes. Once received I must go through the same process
to turn it off. Is there a quick and dirty way to turn the fax applet
receive capabilities on and off without having to go through the wizard?

I don't know if it's faster than the wizard, but:

Go to "Printers and Faxes" and right click on the "Fax" icon.
Click on "Properties" and select "Devices" tab.
Click on the "Properties" button in the section describing your fax modem.
There should be a "Send" tab, a "Receive" tab, and a "Cleanup" tab.

To disable auto receive, click on the "Receive" tab and uncheck "Enable
device to receive." There are some other useful options there as well.
