I have a very simple problem that probably has a very
simple solution. I seem to have my Alt key currently
disabled and I don't know where go to re-enable it. It's
causing me a minor fustration in not being able to Alt-Tab
between applications. Any help is appreciated. Thanks.

First, check under Control Panel>>Accessibility Options (if installed)
and make sure all stuff for Keyboard is unchecked (but I don't see any
options here for the behavior you're describing).

If it already is, are you sure you "disabled" it?

If you don't remember doing it, you probably didn't.

The elastomeric contact for that key has probably just
gone bad, an all too common ocurrence with the current
crop of cheesy keyboards.

Try another keyboard.

Thanks for that suggestion. I did so and the different
keyboard worked like a charm. Thanks again.
