After installation my Norton AntiVirus 2003 which has
been always updated and for which I have spent money to
stay subscribed to no longer is able to be run. What is
the appropriate steps to remedy this conflict?

Secondly I can no longer browse to a folder to make an
attachment to an e-mail, using web mail or Outlook.

Finally I can no longer call up the task manager utility.
I know that the anti-virus program has a running
applications feature but I much preferred the ability of
hittin CTRL+ALT+DEL to access those functions. Is there
anything that can be done to resolve these issues?

Can you uninstall Microsoft Antispyware, and let us know whether this helps
with these symptoms?

None of these is a symptom which I can tie to Microsoft Antispyware as users
who've posted here have experienced it.
