Click START menu|HELP & SUPPORT and in the search box type "mail."

Should tell you everything you want to know...along with info from your
ISP on what names/numbers to type in (if any).
 
depends on how your vista was loaded.
new computer with vista. NO.
new install on a computer, NO.
upgraded from a previous os , possible.

open Windows Mail and see if you have any accounts set up.
