This may be a stupid question...but I'm new to terminal
server. If I want to connect to my Windows 2000 Server
through Terminal server, do I need to install anything on
the Windows 200 server or do I just need to purchase
client licenses. If I do not install anything on the
server, how does it know to be a terminal server?

There is two mode in Terminal service on Windows 2000,
Application mode (you need to purchase licence for your computer client
except for client XP pro and Windows 2000 pro - You also need to activate a
licence server for Terminal service)
For application mode read this http://support.microsoft.com/?id=306626
The second mode is administrative mode, you dont need to purchase any
licence but you have a limit of two connection on the server ...
