Question - Translation Program

Windows XP, 2002 (professional) - I'm not sure if there is a translation program/component. I am looking for something that can translate text from a scanned 'tif' file. Basically, I save a received fax to my desktop, then open the new desktop item 'with' Notepad. The document, opened with Notepad, appears as computer language. Is there an existing program/component of my XP 2002 (professional) that can read and translate this computer text to plain text? The objective is to translate to plain text, then copy.

If available, please provide instructions on how to proceed. If not, is there a simple program that can be added to my XP 2002 (professional) to make this possible?
