Question: SOA Integrated Security?

I am helping my client to develop Service Oriented Architectures for their
I.T. The client suggests that should be a integrated security Web Service
to serve across various layers, i.e. Connectivity, Transport, Business
Logic, Application and Presentation.

Is there such Web Service exists? or is it something that has to be
customized? any suggestions?
 
I had a nice response all typed up based on my assumption of what framework
you are using, and I went over to look at the details of that framework, and
I'm wrong... so I deleted my message and I'm coming back to you with a
question:

What framework are you using that produces this particular combination of
terms: "Connectivity, Transport, Business Logic, Application and
Presentation?"
