Is it possible to have two workgroup names on a network?
For example, let XP machines on one workgroup (eg.
MSHOME), the 98 machines on another workgroup name (eg.
WORKGROUP).

Yes, it's possible. Windows networking supports multiple workgroups,
and every computer can access all computers in all workgroups.

Workgroup names don't provide any type of security or access control.

Yes but it may cause problems when opening network neighborhood due to some
anomolies with different versions of the browser service which MS needs to
fix.
