Question marks

When I type a question mark it comes up like this with a capital E with a
mark above it. In Word and in this message it comes up normally, as ?. How
do I change it to come up normally?

Please check you are using "western european(windows)"

View > Encoding...

In the regional settings in the Control Panel are you set for the proper
keyboard?
