question: how MSAS works?

does Microsoft Antispyware prevent spyware/adware from
making outgoing connection kinda like a firewall? for
instance if a computer is infected and antispyware
application can't remove it, does it at least block the
spyware/adware from making a connection and sending data
to that computer?

I don't believe it has this capability--as you mention--this is what some
firewalls do--and I think this is being left to those vendors.
