I see many people posting that they installed some 3rd party Outlook add-in
and when they launch Outlook they get:

The add-in "c:\program files\etc\etc" could not be installed or loaded. This
problem may be resolved by using Detect and Repair on the Help menu. Unable
to load "c:\program file\etc\etc" You may be out of memory, our of system
resources or missing a .dll file"

About 99% of the time someone will respond saying "just disable the add-in".
Well I've installed add-in "X" cause I want to use it. So how does one try to
figure out how to solve this message?

I have an issue where I install the add-in and it works fine in Outlook. I
shut down Outlook and re-open it with no issues. My problem is that when you
reboot the system and then startup Outlook the above message shows up. I can
uninstall the add-in and re-install it and it works fine until the reboot.

The OUTCMD.DAT file is present on install of the add-in, but is not there
when I reboot. I am thinking this is the issue here. My add-in is trying to
open the OUTCMD.DAT file but it isn't there.

What would cause the OUTCMD.DAT file to dissappear like that after a reboot?

I've seen this with Outlook XP and 2003.

This is the response that I expected.

What I am hoping for is some information on the Outlook client to see if I
can debug this on my own. Is there not a debug mode in which I can put
Outlook into to see what is going on?

It quite funny that the error is a Outlook generated error, the wording is
from Outlook and Outlook just fills in the failing dll's name.
