Question about transferring Windows 2000 licence.

My brother died. I was given his PC with Windows 2000 and other MS software.
Can I legally use it or do I have to do something about the licensing?

Licences are tied to the PC on which the software is installed,
not to the person purchasing the product. You can therefore
use your late brother's PC and all software that he purchased.
 
As far as I know they are. The Windows 2000 EULA that came with my OEM
Windows states:

* Software Product Transfer. You may permanently transfer all
of your rights under this EULA only as part of a
permanent sale or transfer of the HARDWARE, provided
you retain no copies, you transfer all of the SOFTWARE
PRODUCT (including all component parts, the media and
printed materials, any upgrades, this EULA and, if
applicable, the Certificate(s) of Authenticity), and
the recipient agrees to the terms of this EULA. If the
SOFTWARE PRODUCT is an upgrade, any transfer must also
include all prior versions of the SOFTWARE PRODUCT.

The hardware reference is because as an OEM license Windows 2000 came
attached to the hardware. In the case of a retail version the jist of
it is probably the same minus the hardware details, and providing that
you completely remove the license on your pc before you transfer it.
The other MS software, without knowing what it may be, usually carries
similar rights.

Oh I'm sorry I was thinking the OS itself like you were asking if you were
able to move that to a different PC.
