I am using the program "HDD Health" to obtain a SMART report for my
hard drive.

Following is an excerpt from my SMART report:

Raw Read Error Rate: Value: 100 Worst: 253

Reallocation Event Count: Value: 100 Worst: 253

Off-Line Scan Uncorrectable Sector Count: Value: 100 Worst: 253

My understanding of the SMART attributes is that the numbers are
supposed to be normalized, and a larger number is "healthier" than a
smaller number. So the number reported as "Worst" should be less than
or equal to the number reported as "Value". Why, in my report, am I
getting "Worst" numbers that are larger than "Value" numbers?

My HDD is a Quantum Fireball Plus LM 10GB. It is about four years old.

In my experience, 253 (0xFD) is a special normalized value used by some
manufacturers to indicate "Not Available (N/A)" in that they don't keep
track of the information over time, and only give the current value. Thus,
you should only ever see that in the Worst column.
