Is it possible to create with Visual Studio .Net and C# applets, similat to
the Java applets?

If yes, how can I do that?

Using ASP.NET and C# or VB.NET you can create services/applications with
much the same functionality of many Java applets.

Do you know of any website that offeres some information on this?

Actuallly I want to learn C# and I want to develop an online application
that would allow the user to build its own graphic file and send it over
through e-mail.
