Question about e-mail form in FP2003

I'm trying to set up a typical "Sign Up' email form, but having difficulty. I
designed the form complete with "Submit" button but when I try to set the
form properties
the "Send To" and "Email Address" options are greyed out and not functional.
What must I do to be able to use those functions?
 
1) You must have a website open in FrontPage before you open/create a form
page
2) Tools->Page Options - Authoriing tab
Change the "FrontPage and SharePoint technologies" dropdown so it does _not_
display "None"
Check the boxes: "Browse time Web Components" and "Author time web
components"

Click OK

3) The web must be published to a web server that is running the FrontPage
extensions.
