Recently i turn on the cleartype function,
i found in some place it does works, but in some place - nothing happen
(english font)
and if i'm using chinese, no chinese character has been smoothed, does
anybody know this feature ONLY support english?or some setting i have to do
more?

ClearType will support any font that is vector-based - TrueType or OpenType.
If you are using a bitmapped font, then it won't work. So, if your
application uses an older non-vector font, or your Chinese font isn't a
vector font, then it can't do its job.

But, how can i know my application are using some "type" font?
As i can see in WinXP, in notepad app,
the menu bar a displayed in cleartype,,
but in client area, they are displayed in normal status,,,why?

This is application dependent. Using notepad, you can go to format - font
and change the font there. (OpenType fonds have an O next to them, and
TrueType fonts have a TT next to them.) You won't be able to change all
fonts for all applications.
