Query re ActiveX

Some links embedded in some of my saved websites have attachments. I click
the link and an image of a monitor appears with the note to view "Click to
initialize Active X". When I click on it the site closes saying "The plugin
did not initialize properly." I went to Active X setup pad.exe and ran the
install application which resulted in no change. This happens almost always
on one particular site.
Is the problem at the point of origin or is something not right on my end?

I am confused because I have received the message at some sites to deactivate
Active x and then get others saying to click to activate it - which it never
does.
