Query on icon on Start

I'm using Windows XP Home. I don't know how to control the icons that are
appearing on the 'Start' Button on lower left hand side of screen. When I
click start I see several levels. divided into 2 columns. On the right
side appears to be list of programs etc. On the left seems to be changing
by itself and there are 2 levels on the left side column.
On the upper I see Internet (Internet Explorer), Email (Outlook Express) and
another Outlook Express. I don't want to have 2 similar icons there.
How did that happen?
How can I change one of them to another program perhaps.
What is the difference between the 2 levels on the left hand side.

Right click it and choose Remove From List, to put something there find what you want and right click it and choose Pin To Start. If you can't r/c it go into SM properties and tick Enable Drag n Drop.
 
Thank you. I was able to remove it and put another icon. Follow up
question.
How do I control the icons below that segment? On top 1st column there are
4 icons then there's a slight line demarkation dividing then there's 7
icons.
What is the difference in these 2 levels that was divided?

Right click it and choose Remove From List, to put something there find what
you want and right click it and choose Pin To Start. If you can't r/c it go
into SM properties and tick Enable Drag n Drop.
 
The top is stuff you put there. The bottom are your most frequently used programs. If you don't want one there then r/c and Remove From List. Which will kick it off. Note it is a count of how many times a program starts (unlike classic menu) no matter how started.
