Here's what we've read and understand: that these files
are used by BITS (Background Intelligent Transfer Service)
which is a component part of MSUS (Microsoft Software
Update Service), the main portion of the Automatic Update
application.

May these files be safely ignored during backup processes?
Are these files necessary for server operation? (Meaning,
would a sever operate properly if these files were absent
after a restore process?)

Our backup engine always throws an exception because the
Qmgr*.dat files are in use; so as a quick band-aid,
we "deselected" them from the backup list to prevent the
error messages. We're simply trying to justify that our
action as safe.

Hi,
Yes. These files can be safely ignored during backup process.
These files are used by BITS to store information about downloads submitted
to BITS. MSUS is one of the customers which uses BITS to download Windows
patches. If these files do not exist, BITS will recreate them.

If these files are backed up and then later restored at some point in
future, they will over-write current qmgr* files which holds the information
about updates at that point in future.
Hence it is not recommended to backup and restore these files.
