QFan always on?

My P4 CPU fan automatically changes speed under stress, even though I have
QFan turned off in the BIOS (P4P800). It really whines like crazy when it's
doing 4000+ RPMs when I'm playing UT2003 or something, and the case where
the CPU is at gets pretty hot. I know the P4s spit out a lot of heat, I'm
just wondering if this adjusting fan speed is normal with QFan off.

Does QFan simply lower it more than usual when the CPU is idle?
 
The Intel stock P4 CPU fans are thermally-controlled internally. Generally,
you don't want to turn on any fan speed control on the motherboard with such
a fan, as they may interact badly.

Increasing the ventilation in your case, even by adding more fans, may help
reduce the overall noise by preventing the air temperature in the case from
rising enough to speed up the CPU fan so much.

Do you think it's safe to wire up two 6cm rear fans (which my case has the
ports for) to the same 3 pin fan connector? I could leave the rotation
signal on just one of them.
 
Probably better to just use a 4-pin to 3-pin adapter to run one off the
power supply..
