This file could be anything, but my hunch it is something for Quicken
(based on a quick search on Google for this file). Your installation of
Quickly has become flawed. Why this occured is something you can pursue
with Quicken support. Perhaps easiest way to resolve is to simply
un-install then reinstall it.
If you don't have Quicken, then look msconfig program ("run msconfig")
and see what program may be calling for this program.
