Hi,

Is it normal that when cool & quiet is enable, my 3200+ winchester slow
down at 1.075 v and 1000 mhz and at full voltage, 2000 mhz at 1.375 v ?
i've sometimes xp crash (not blue screen but screen is iced).

You could always disable CnQ and see if the problem goes away or use
software to set the vcore/multiplier in Windows and test.
1.075V for a 90nm 3200+ sounds about right to me, my 130nm Newcastle
3200+ sits at 1GHz @ 1.1V.
