If I convert a PPT file to html and save to a CD, can it be viewed with a
browser ? Or do I still need to pack the PPT viewer?

Nope, just a browser.

Depending on the options you choose for the HTML export, the HTML may not
work in all browsers, so you might want to spend a little time peering at
the Web Options dialog and thinking about what browsers you need to support.

No, the browser is all that is needed. Note: It won't look quite the same.
HTML doesn't provide the fidelity that PPT does.

Browser should work.

You might want to put the Animation Runtime on the CD, though, in case
your users don't have PPT XP or 2003 installed. The Animation Runtime is
needed for the PPT 2002 animations to run in a browser without Office
XP/2003 on the system.
