Q&A: Microsoft Windows Vista RTM

What does the last sentence mean:-

"Microsoft is hosting a series of events around the world on November 30 to
officially recognize business availability of the 2007 Microsoft Office
system, Exchange Server 2007 and Windows Vista, and we announced today that
the worldwide general availability launch is January 30, 2007. So yes,
everything is on track and we’re very excited about it."

Does it mean Vista will be available to businesses on 30th November??? What
consitutes a business, somebody employing 100,000+ people, 10,000+ people or
even simple one person businesses??
 
People with Software Assurance/Enterprise Agreements (Volume License).

I think by "availability to business" they mean volume licenses as
opposed to retail versions.
