In terms of performance is their any downside to uisng a USB based TV video
card vs a PCI card. I have an open PCI slot but would prefer not to use it
if unneccesary.

Thanks.. Dave

I've only ever used Hauppauge capture cards, which do the MPEG2
conversion before sending the stream to the PC. Both the PCI
and the USB2 devices worked without incident for several years
in a 2gp4-512. Now I only use the USB2 devices. In an 2g AMD
64x2 3800, the CPU load barely reached 9% when capturing MPEG2
at 12 mbps. Similarly, a Toshiba p35 laptop uses an older USB2
capture device from Hauppauge. It is equally safe on either PC
to also use an external USB2 HDD to do write the capture. I
don't happen to do this via a USB2 hub, but it is done via the
same controller.
