puzzling IE unable to display page

no matter what site (Microsoft included), http or https , IE just take
forever opening page and eventually times out.
I initially suspected the problem on this freshly install XP pro SP2 pc was
the security software. so temporarily disable that but no luck.

The PC can get files form network shares and can share file with others in
the network.
The PC even let in RDC.

what can I do to fix the problem?

would repair work?

configuration: XP Pro 32, sp2 on Intel DG31PR with 4 GB Ram. (of course it
can only 3 GB RAM)
software installed:
Intel chipset drivers
Nero 7 essential (OEM)
 
Run Internet Explorer 7 in 'No Add-Ons' mode:

If you have XP: Start > All Programs > Accessories > System Tools >
Internet Explorer (No Add-Ons)

Alternatively, you can create a shortcut on your desktop with the
following target path:

"C:\Program Files\Internet Explorer\iexplore.exe" -extoff

If no problems occur in 'No Add-Ons' mode, the problem is caused by one
of the add-ons that load together with Internet Explorer 7.

Problems with Internet Explorer can also be caused by by malicious
software ('malware') that has been installed on your computer.
 
I had to guess the version of Internet Explorer because you didn't
specify a version.

You can run IE 6 without add-ons too.

malware scan completed without finding anything. So I will try no add on
mode. if that failed I will try look at the Internet explorer connect wizard
or windows repair

To check for malware infestations, you should not rely on only one
tool. It has been previously posted that the anti-malware tools do
not find all the possible malware. We need use several tools so as to
average out the clean-ups.

True, relying on one tool will not catch all.
However the security software was installed before connecting the PC to the
network.

The PC was installed from trusted DVD/CDs. unless the one or more of the
vendors (Nero, Intel, Microsoft have malware infected disks, the likelihood
of infection should be minimal. If any infection from the file server while
I test the pc network connection, I will have a bigger problem at hand!

The file server does have industry strength server security software plus
there is a perimeter firewall for the LAN

Since the internet connection is not working I can't use any online scanners

In other words, have to get the connection working first before further
scans
