Putting labels to points in a scatter plot: How do I do this in Excel 2000 or lower ?

I'm doing a customer satisfaction study in Excel 2000. I have a series
of atrributes that I have measured to give me importance-performance
(quadrant)analysis. I have plotted a scatter graph (quadrant) and it
is showing me what I want. The only problem is that the attribute
names are not appearing near their respective points on the scatter. I
really would want them to appear there so that I can interpret the
quadrant well.How do I do this?

example of data
"Actual" "Expect"
Cost of SMS 3.5 4.8
Reliability of SMS 4.5 4.2
Overall network coverage 3.1 4.6
Overall network clarity 3.0 4.2
Reliablity of info services 4.5 4.2

So when I plot "actual" against "expect", how do I make sure that
their respective labels appear near the relevant points?
