Putting a picture over a video?

Now i have just taken a video, and sometimes i see people on youtube where
they have either put a picture over a video (so it uses just its audio) or a
audio clip using movie maker. I have no idear how to do this can somebody
help?!?

I haven't read the other guys links, but I can tell you that the simplest
way is to split the video on each side of where you want the picture to be
and drag that part onto the video layer.

This is great if you just want to
insert a still shot but what if you
want the audio in synch?

The audio WILL be in sync, because the video and audio are never
physically separated. It's simply moved onto the audio track so it is
audio only for that bit. Then it resumes the visuals where your
second cut was. See the attached image: it is the same video clip the
whole way, but it has been split in three with the middle bit being
moved onto the audio track and an image placed on the video track in
its place. If the audio were then moved back onto the video track, it
would appear exactly as before.
