Putting a good use to the Messenger service?

I want to use the messenger service to send quick messages (like, "Your
CAD drawing is ready for pickup!") to other people on our LAN. Can it be
done easily, if I know their IP's (or whatever else I would need to
know)? If so, how do I go about it?

Email is not an option because alot of people here in the office don't
check their email but once or twice a day, and nor is the phone, because
alot of them are always on it.

PS - Remove the word "obvious" from the reply address if you want to
reply to me directly.

From the command prompt, "net send [username] Your CD drawing is
ready." It'll even work if you use Start > Run > "net send [username]
Your CD drawing is ready."
