Puting Uploadable files in my site

How can i make a link to a file stored on my computer so that other people
can download them to there computer. i have read the other help guides and i
understand that my host must support downloading files. i cant find out, but
i use www.anglefire.com.
Could you please help me.

You can't. It would be a security problem. You need to import the file
into your web and then link to that file and people will be able to download
it.
