Put window straight on desktop

Anybody has an idea how to put window with background underneath
desktop icons? In other words the window should work bit like a desktop

wallpaper.

The effect I'm looking for is similar to Active Desktop (the window you
can move is 'behind' all the icons on the desktop)

In that case, can't you just use Active Desktop instead of
"reinventing the wheel"? It provides a COM based API and can host HTML
pages and ActiveX controls.
