My programming staff has asked me to research Windows
2000 server options to allow them to push their .exe out
to users rather than going to desktops. Can anyone please
point me in the best direction to find info on the the
best way to accomplish this?

If the package it as a Windows Installer app (.msi), you can publish it with
group policy.

You can use tip 4195 in the 'Tips & Tricks' at http://www.jsiinc.com to push
an installation exe or bat file.
