Purpose of Win2k setup disks

What is the purpose of the setup disks if one has the installation CD?

Also, how does one create these? Is there a Microsoft KB article for this?

They're for use when the hardware doesn't support booting the CD-Rom.

The set of four install disks can be created from your Windows 2000 CD-Rom;
change to the \bootdisk directory on the CD-Rom and execute makeboot.exe
(from dos) or makebt32.exe (from 32 bit) and follow the prompts.
