Use the F6 key to put keyboard focus there.
(You will see a hached border as the focus moves from frame to frame.)
Once you have focus on the frame you are interested in press
the Menu key (or Shift-F10 or right-click the mouse--though that might be
inhibited). Then choose Properties, doubleclick within the Address (URL):
field, press Menu-A and Menu-C. Close the Properties page (press Esc).
Press Alt-d and Ctrl-c to paste that URL into your Address bar.
If you have Web Accessories for IE5 installed an easier solution
to the above would be to use its Open Frame in New Window command.
(e.g. with keyboard focus on the frame you are interested in as above
press Menu-N).
Note: depending on the content right-click within the frame may achieve
the same objective of displaying the correct menu.
