Publishing so any email can read my custom template.

I am having a problem with my custom template that I have created.
Internally it is working fine everyone can see my "extras" that I have placed
on the template. But when I send it to an outside e-mail say for example
@msn.com they are unable to even see my "extras" that I have put in. What am
I doing wrong?
 
Outlook custom forms need 3 things for sending over the Internet. The
recipient must be running Outlook, the custom form must be published in
their own Outlook and the form must be sent using RTF (Rich Text format) so
the encapsulating TNEF wrapper is included.

If you send the form definition with the form the recipient doesn't need the
form published but no code in the form would run. See
