Publisher 2007 sending email as message

Hello,
I've been trying to send a newsletter I created in Publisher 2007 as a
message but the only option I have is as an attachment. I saved the
newsletter as a single web page which gave me the additional option to send
as a message but sometimes the message is sent complete and others in code. I
am using Explorer 7 and Vista ultimate mail and have sent it to myself so I
know the programs can read these this email. Sometimes Vista will as me for
permission and the newsletter is sent correctly. When it doesn't ask, the
message is sent in code. Is there something I can sent to stop this from
happening? I don't want to convert to PDF because I do have email and web
page links and it has sent complete sometimes.
 
One would have to see the code. I'd save the file and then send it as an
attachment.

The newsletter is in Microsoft Publisher 2007. If I send as attachment it
would be sent in Publisher 2007 format and to open the other people would
need Publisher. As a message in the page, it opens and most people can read
it. If I save it in Publisher 2003 format, it gives me the option to send as
a message and works but I spent a lot of money on Vista Ultimate and Office
2007 and would like to use them. I have made my system a duel boot and now
have to boot WinXP pro and use Publisher 2003. Did I waste my money?
 
Save it as html format.

I have tried to save as single web page with Publisher 2007 but the pictures
do not attach only boxes with an x in them. I am using Explorer 7 and have
show pictures enabled. I still don't understand why Publisher 2003 works and
Publisher 2007 doesn't?

I think you need to ask that in an Office newsgroup. I think the HTML got
so bloated that it now doesn't work outside of Office.
