Published forms in Outlook2003

I have a published form on a Exch server 2000. When a change is made it is
given a new version and date and republished. This form is used in many
different State folders. When a user opens a contact the new form is
downloaded into his local cache. This has worked fine though OL 2002. Now
users with OL2003, the form is downloaded over & over again into cache
adding mutilple zeros to the forms name in cache. It doesn't seem to
recognised it is already loaded. Is this linked to not using Exch server
2003? Is there a proper way to set up the cache options provided in OL2003
to avoid this?

This is normal behavior. Outlook 2003 maintains a cached copy of each form
on a per-folder basis. See http://www.outlookcode.com/d/ol2003problems.htm
