You should just be able to use the File | New Web and select the appropriate
type, such as empty (to add whatever you need) a one page starter web that
you can add content to, or a web from a wizard or template. If you publish
to a frontpage enabled server the server should prompt you to create a web
if one doesn't already exist at the destination.

I already have all the pages, I guess you would call them "loose" pages (I
believe their htm format). Can I convert them into a web, since they're ready
to go?
In my folder list, I imported the folder in which the "loose" pages are. Does
that mean that's my new web?
I tried creating a new web but it won't let me, it says "you already have a
