Based on your description, I have the following suggestions on
troubleshooting this issue:
1. Use the same user account to connect to Exchange on another computer.
Does the issue still exist? This allows us to know if this is an Exchange
Server issue or a client side issue. If it is an Exchange side issue, I
recommend you use the Exchange newsgroup:
2. Test another user to see if the same issue appears.
3. Create a new Public Folder by yourself and post a message to it. Then
try to open this message. Does the issue still exist? This allows us to
know if the issue is related to some Public Folder settings.
