How to setup Conference Room as resource in Public Folder
of Outlook 2002, and to give read/write access to
multiple users. We want everyone to be able to book the
conference room (as a resource) via Public Folder.

If you want them to invite the public folder calendar to a meeting, create the calendar in public folders and make it visible in the address list. For the permissions, grant Default=Author, or the specific users or group =Author. When they create the meeting they'll be able to invite the resource but free/busy info won't be available and they won't receive messages about conflicts: they'll have to look first. Of course, they can also look first, create an appointment on the calendar and then send out the meeting request to the other people separately, but that defeats the purpose of having resource calendar available to begin with.

I always encourage the use of resource mailboxes so they can invite it on their meeting request, see free/busy and get notices of conflicts.
