Public Folder rules

We use thousands of mail enabled public folders. Some of these folders use
rules to forward received messages to another mailbox.
I try to forward a message received from a specific SMTP domain, like
'@microsoft.com'. By some SMTP domains the rules are applied (@zonnet.nl),
but by others not. I raise the Exchange diagnostic logging (Information
Store / Public Folders / Rules) to high and notice that the rules on the
'problem' folders are not started. (There are no events in the event
viewer).

We use Exchange 2003 SP2 in combination with Outlook 2003 SP3.

So, for instance, there's a rule on the public folder for forwarding the
mails from Zonnet and some other domains, and the rule is only triggered
when incoming mails are from Zonnet, right?

Does the issue happen permanently?
Does the issue only happen to one public folder? Can you reproduce the
issue on another public folder, or a newly created public folder, for
testing?
Is there any other difference among the forwarded mails and the
un-forwarded mails other than sender info, like type?
Please post the details about the event for the public folder rule
