Public folder permissions

Outlook 2003
Where can I find information on how permissions work for the Public folders
in outlook?

For instance..
If user does not have access to the parent folder, can I give him access to
a child folder?
There are many more questions. Where can I go for "how to use Permissions
to Public folders"

They will need at least view permission to the top level folders. They don't
need read/write permissions.
