Public Favorite not showing under other contacts

I've added a public folder contact list as a favorite. But it is not
appearing under contacts in the "other contacts".

Did you put it in the "Public Folders Favorites" folder?
 
Is this Outlook 2007 or 2003?

You may need to open outlook using the /resetnavpane switch but before I
went that route, I'd restart outlook and hope it shows up.

It's 2007. The whole computer has been rebooted and it's not showing up.

Yes it does.

Just to be absolutely clear, this wasn't right-clicking the folder and
choosing "Add to Favorite Folders", it was dragging the folder to the "Public
Folder Favorites" folder you can see when expanding "Public Folders", correct?
 
Use the /resetnavpane switch then. It will wipe out all the folders on the
favorites on the mail navigation. Actually, before doing that, remove the
calendar from public folder favs and add it back and cross your fingers.
