You could try using the Folder Assistant, to create a rule which
forwards every new appointment in the Public Folder to a list
of people or yourself.
You would then have to drag the appointment item, which is attached to the
forwarded e-mail, into your personal calendar, from where reminders
will be issued as usual.

Outlook has no built-in feature for synchronizing data in one folder (say,
an Exchange public contacts folder) to another folder, like perhaps your
Contacts folder. See

If your main concern about synchronizing is to be able to have all the data
in one folder that you sync with a PDA, consider getting a PDA utility that
will let you sync multiple folders.
