PSU lead question

What is the blue/black lead with the 3 pin connector coming from my PSU for?
Perhap for monitoring the fan?
 
If it is antec PSU, with missing middle wire, it reports if capable to mb
winbond chip or equivalent smbus something or other that gathers the info,
for software to give it in human readble numbers.Yes the fan.
