I permanently deleted the personal folder pst in outlook 2003 because it was
too large to go into the Recycle Bin after I archived to the d drive
partition.

Dialog says- Cannot start Microsoft Outlook. Unable to open Outlook window.
The set of folders could not be opened. The server is not available. Contact
your administrator if this condition persists-

Also I tried to move the pst folder to the d drive partition using Outlook
before is stopped opening.
 
Thank you...DL. Using the mail applet as you suggested I've tried to add a
new pst folder and I've tried unsuccessfully to open the one that is there
but Outlook still will not open. The same dialog box appears.
 
When I try to open the mail delivery location folder using the mail applet a
dialog box says- The specified device, file or path could not be accessed. It
may have been deleted, it may be in use, you may be experiencing network
problems, or you may not have sufficient permissions to access it. Close any
application using this file and try again-
 
Remove the old data file

If neccessary create a new Profile, & New data File, & add your accounts
